- Verses 1-6, 9-13 - There is a lot of symbolism in these verses (see, for instance, the comment in verse 18) - trying to describe things that are hard to understand.

Your Questions:
- "When the angels poured out the wrath of God on the earth, the verses say that "They refused to repent". Does that mean if they had repented they would inherit the Kingdom of God, or is it just stating that there was no repentance of anyone on earth at that time?" - For me, the immediate point being made in Rev. 16 is more particular. I think if they'd repented God might have ceased the plagues that were coming upon them. I think they still would have been a far cry from salvation, but in His mercy He might have pulled back the immediate punishment.
